Vienna Convention

The Vienna Convention on Consular Relations (VCCR), born of customary international law, collates consular rights and obligations and is the basis of consular relations. It was established on April 24, 1963 by the United Nations and brought into force on March 19, 1967 to delineate consular relations recognized between party countries. As of April 2014, 177 countries are parties to the Convention. Within the GCF, the VCCR offers the potential for bilateral and regional discussions to ensure implementation and discuss possible updates on the basis of the evolution of customary law.
